[South Africa] NRCS confiscates non-compliant cements, calls for nation-wide recall

The National Regulator for Compulsory Specifications (NRCS) confiscated thousands of Rainbow Power Cement bags which were found to be non-compliant with the requirements of the compulsory specification on cement and issued a directive against the sale and supply of such products.

Sub-standard cement may negatively affect the sustainability of buildings and structures thereby leading to increased repair or maintenance costs, injuries and fatalities due to structural failures or collapse.

Rainbow Power Cement does not have the authority to manufacture and supply cement in South Africa as it had failed to meet minimum safety requirements in line with the NRCS Act. This has therefore led to withdrawal of the Letter of Authority as previously issued by the NRCS.

Although the non-compliant cement was initially identified and confiscated in Gauteng province, indications are such cement was also distributed in other provinces. Investigations are continuing in this regard.

The NRCS is responsible for the administration of the compulsory specification for Cement (VC 9085:2007). The compulsory specification covers requirements for the manufacture, import, marking properties and the performance of cement.

In accordance with NRCS Act No 5 of 2008, the NRCS remains vigilant and will take appropriate steps to ensure public safety on regulated products. The Regulator further calls on all hardware stores selling this product to urgently contact the NRCS and stop the sales with immediate effect.
